Under 1926.503, the nature of fall hazards, correct procedures for erecting, maintaining, disassembling and inspecting the fall protection systems used, the use and operation of those systems, the role of each employee in any safety monitoring system, limitations on mechanical equipment, procedures for handling and storing materials at height, and the requirements of the subpart.

A harness and lanyard course does not cover a self-retracting lifeline, a horizontal lifeline, a rail system or a specific anchor type. Each has different free-fall characteristics, clearance requirements and inspection criteria. Record which products the training covered, because that is the boundary of what it established.
Free fall distance, deceleration distance, harness stretch and safety margin determine whether an arrest system stops someone before they reach the level below. A worker who cannot calculate required clearance can be correctly equipped, correctly anchored and still hit the ground, and this is routinely absent from training that covers donning and inspection thoroughly.
What happens after the fall is arrested: who responds, with what, how quickly, and what the suspended person should do. Training that ends at the arrest has covered the first moments of a situation that continues, and suspension after an arrest requires prompt recovery rather than waiting for an ambulance.

Case in point: correctly equipped, correctly anchored
A worker fitting cladding on a low-rise building wore a full body harness, connected to a six-foot shock-absorbing lanyard, anchored to a certified point above him. Every element of the system was correct, current and inspected, and he had attended a fall protection course.
He was working at a height of about sixteen feet. A six-foot lanyard with a deceleration distance of up to three and a half feet, plus harness stretch and the distance from the dorsal D-ring to his feet, required more clearance than the position allowed.
The course had covered inspection, donning, anchor points and the hazards of working at height. It had not covered clearance calculation, which is the arithmetic that determines whether an arrest system stops a person before the ground does.

Why is training cited separately from equipment?+
Because they are separate obligations. 1926.501 covers failure to provide fall protection and 1926.503 covers failure to train in its use, and both appear in OSHA's most frequently cited standards, with 1,907 citations under the training standard in fiscal year 2025. The pattern behind it is treating regular exposure to the work as equivalent to instruction.
What must the certification contain?+
