Who delivers it?
The site fire warden or an external provider, recorded against a qualified trainer. The template distinguishes a trainer-trained instructor from a subject expert without that qualification, and scores the difference.
Does everyone get the same content?
No. Training Type sets the level: general awareness, extinguisher use, fire warden or fire marshal. Warden specific content only applies once Warden Content Delivered is Yes.
Scope
When is a fire safety and extinguisher training required?
This training covers the theory and hands-on skill for individual fire response. It does not decide extinguisher provision, test the whole site's evacuation, or replace the deeper course a fire warden needs.

- Someone is joining the site, or their role now puts them near a fire hazard for the first time
- The annual refresher is due, tracked against Next Refresher Due and the competency matrix

- Fire Extinguisher Inspection (SAF-110), which checks the physical unit is charged, in date and accessible, not that anyone can use it.
- Fire Risk Assessment (SAF-115), which decides extinguisher count, class and placement before anyone is trained against that decision.
- Emergency Warden Training (TRN-041), the dedicated course for a warden's ongoing duties, deeper than the Warden specific section built into this record.
- Fire Drill Record (SAF-069), which tests the whole site's evacuation performance, not one person's theory and knowledge check.

Fire Safety and Extinguisher Training requirements by country
The duty to train on extinguisher use is explicit in the US. Elsewhere it sits inside general fire safety obligations, and NFPA is followed as a practical standard regardless.
OSHA 1910.157(g)
Initial and annual training on general principles for all employees who might encounter fire, plus hands-on training for those designated to use equipment.
An inspector asks specifically for the hands-on record, not just an attendance sheet: (g)(4) is distinct from (g)(2)'s general education.
Regulatory Reform (Fire Safety) Order 2005, article 21
The responsible person must ensure employees receive adequate fire safety instruction, repeated where circumstances change.
A fire and rescue audit checks instruction reflects the actual premises and its fire risk assessment, not a generic deck.
NFPA 10
The extinguisher classification and selection standard most sites outside the US still follow, even without a domestic equivalent to OSHA 1910.157.

The template prompts for a percentage and a pass mark, not for the judgement calls that decide whether the percentage means someone can actually respond to a fire.
Trainer Qualified scores 3 for Yes and only 1 for a subject expert without trainer training. A course delivered by someone who knows the extinguishers but has never taught a group can still pass overall. Treat a 1 here as a standing flag, not a rounding error.
"When should you not attempt to fight a fire" maps directly to the catalogue's own description of this template's purpose. A Partly answer here, cleared by a comfortable Score Percent, has let the pass mark hide the judgement that actually protects someone.

Case in point: the extinguisher nobody had actually pulled the pin on
A cold-storage site ran its annual refresher as a toolbox session: theory slides, when-not-to-fight-a-fire content, and a knowledge check most attendees passed comfortably. Live Extinguisher Practice Done was marked Demonstration only, because the yard was wet from a wash-down that morning. Trainer Qualified was recorded as the subject-expert option, since the person delivering it was a maintenance technician who knew the units but had never run a session. Scores were strong, and the record closed Complete.
Four months later a small fire started in a compactor room. The nearest trained worker located the correct unit and pulled the pin, but had never actually discharged one before, and lost several seconds fumbling under stress, by which time the fire had grown past what a portable unit could handle. Evacuation worked, because that content had been genuinely practised. The fix was removing the Demonstration only pathway to Complete status for Extinguisher use.

- Fire warden
- A person given standing evacuation duties, such as a floor sweep or headcount, distinct from someone simply trained to use an extinguisher.
- Muster point
