Prequalification Renewal Record

This record re-decides an existing approval on a schedule. It is not where the underlying evidence gets produced, and it is not the first decision for a contractor who has never worked on site before.

The clauses behind renewal are the same ones behind approval, applied continuously rather than once. Nothing in the relevant standards treats a contractor's OH&S status as fixed at the point of first approval, and the renewal record is where that ongoing obligation gets discharged.

Duties framed around ongoing monitoring, rather than a one-off selection decision, are what give renewal its legal weight. The instrument differs by jurisdiction but the underlying expectation, that a contractor's status is checked and not just assumed to persist, is consistent.

Renewal is quick to complete badly, because most of the fields can be answered from habit. The four judgements below are what separate a genuine re-check from a repeat signature.

Renewal findings rarely show a contractor who should never have been approved. They show a renewal cycle that stopped actually checking anything after the first successful pass.

A waste management contractor was renewed three years running by the same procurement coordinator. Each cycle, What has changed was answered No throughout, Scorecard Reviewed was ticked Yes without a Scorecard ID entered, and Renewal Decision was Renewed within minutes of the record being opened. The contractor had a good working relationship with the site, which was the basis for each renewal.

An environmental audit two years into that pattern found the contractor's waste carrier's licence had lapsed fourteen months earlier following a change of registered operator, which had also altered who legally held the certification the site depended on. None of the three renewals had caught it, because Certification Status Changed was answered No each time without anyone checking the licence, and no scorecard had ever been pulled. The fix was not a longer form; it was making a source mandatory against every No, and blocking the performance section until a real Scorecard ID was attached.

The renewal decision itself is rarely the problem. What fails is the checking behind it: the register nobody queried, the scorecard nobody linked, and the gap between expiry and decision that nobody noticed until it was raised elsewhere.

A change to a contractor's risk tier discovered during renewal, requiring the Contractor Risk Classification record to be updated, not just noted.

Access gap

The period, if any, between an approval's expiry and the effective date of its renewal, during which the contractor holds no live approval.

Days notice given

How far ahead of expiry the renewal was actually started, used to distinguish a timely re-check from one begun after the clock had already run down.
