What is a warehouse layout change review?
A pre-change assessment of what is being altered in racking configuration, aisle widths, pick faces, storage height, equipment types or traffic routes, and what that does to sight lines, egress, sprinkler coverage and truck-to-aisle fit. Completed before the change is made, not after.
Why is this a separate record from management of change?
This review answers the layout-specific questions: does the aisle still suit the truck, is the racking design still valid, does the sprinkler system still cover the new storage height. Management of change is the broader record it feeds when the answer to any of those is no.
Who carries out the review?
Safety with warehouse, jointly. Warehouse knows the capacity or efficiency problem driving the change; safety knows what it does to separation, egress and structural assumptions. Either alone tends to miss the other's concern.
Scope
When is a warehouse layout change review required?
This review is the pre-change gate for anything altering racking, aisles, pick faces, storage height, equipment or routes. Using it after the change has already happened converts it into an audit of a decision already made, a weaker thing.

Warehouse Layout Change Review requirements by country
The duty to assess a change before it is made is consistent across regimes; what differs is which technical standard the racking, aisle or fire-protection implication is tested against.
OSH Act General Duty Clause; NFPA 13 for sprinkler design basis
No standalone layout-change standard, but a foreseeable structural or fire-protection consequence left unassessed is a General Duty Clause exposure.
A storage height increase exceeding the sprinkler design turns an unassessed layout call into a cited hazard after the fact.
Management of Health and Safety at Work Regulations 1999, reg.3; SEMA code of practice for racking
A material change requires the risk assessment to be reviewed; SEMA guidance sets the technical expectation for racking design and aisle width.
An inspector or insurer assessing racking after an incident tests the change against SEMA guidance, not whatever informal judgement was used on the day.

Confirming truck type before aisle width is finalised, not after racking is installed, is the single check that most changes what this record is worth.
Storage height increases are the change most warehouses make without noticing the fire-protection consequence, because the racking move is visible and the sprinkler design basis is a document nobody consults day to day. Answering that field honestly, rather than defaulting to not needed, catches this before it is a compliance finding.
The change involved field determines whether this stays a layout review or escalates to full management of change. A change described as efficiency-driven that in fact alters racking design, aisle width and equipment type together is not like-for-like, and calling it one to avoid the MOC process fails hardest under audit.

Case in point: the pick face nobody told the sprinkler system about
A cold store raised its pick face storage height to fit an extra tier, driven by a capacity shortage ahead of a seasonal peak. The change was assessed as efficiency-driven and approved without escalation to formal change control; racking design was marked not needed, since the same frames were reused.
An insurer's fire survey the following year found the new storage height exceeded the sprinkler system's original design density, a mismatch nobody had checked because the change had been treated as a racking and stock question, not a fire-protection one. The frames were fine; the sprinkler coverage was not, and the finding forced a costly retrofit that one field, answered honestly, would have caught before the height was raised.

- A change that does not alter the assumptions behind the existing design, controls or risk assessment, and so does not require escalation to formal change control.
- Pick face
- The location on racking from which product is selected for an order, distinct from bulk storage locations higher or deeper in the same run.
- Sprinkler design basis
- The storage height and commodity assumptions a sprinkler system was engineered against; exceeding either can leave it under-protective.
- Sight line
- The unobstructed line of visibility a driver or pedestrian needs at a junction or crossing, which racking height and aisle geometry can remove.
