What counts as a powered industrial truck?
Far more than a counterbalance forklift. The standard covers pallet jacks, tow tractors, platform lift trucks, order pickers, reach trucks and other motorised material handling equipment. Operators of each require training and evaluation specific to the truck type they use.

The requirement is examination before the truck is placed in service. A check performed at the end of the shift, or an hour in, does not meet it and does not achieve the purpose, which is to find the defect before someone drives on it. Where trucks run continuously, examination after each shift is the equivalent.
Forks, tyres, hydraulics, chains, data plate and seatbelt can be checked with the engine off. Brakes, steering, horn, lights, lift and tilt function and any warning devices require it running. Checklists that stop at the visual inspection are quicker and miss the failures that matter most in a collision.
The standard says removed from service until restored to safe operating condition. In practice a defect found at the start of a shift competes with the work the truck was about to do, and the common outcome is a note to maintenance and continued use. Physically preventing use, with a key removal or a tag system that means something, is the control.
Damage found on a truck implies an event that caused it, and an accident or near miss is an explicit refresher training trigger. Where inspections record damage and nothing connects that to the operator competence programme, the trigger written into the standard never fires.

Worked case
Case in point: the truck nobody counted
A distribution site ran a thorough forklift programme: training by truck class, three-yearly evaluations, documented certifications, daily inspection sheets and a maintenance schedule. Counterbalance and reach truck operations were well controlled.
Electric pallet trucks were treated differently. They were used by pickers, replenishment staff, agency workers and anyone moving a pallet, with no training, no evaluation, no certification and no pre-use inspection. The reasoning was that they walk at pedestrian pace and carry a load at floor level.
They are powered industrial trucks under the standard, they weigh a substantial amount with a loaded pallet, and the injuries they cause are predominantly to feet and ankles, including the operator's own. None of the programme applied to them.
