What is an electrical safety inspection?
A periodic examination of electrical distribution, portable equipment and the environment around them, checking for damage, unsafe access, missing components and conditions that could cause shock, arc flash or fire. It is performed by a qualified person and produces deficiencies that route into maintenance work rather than into a report.
Who is qualified to perform one?
Someone with the training and demonstrated skills and knowledge to recognise and avoid the hazards involved, for the specific equipment and voltage. Qualification is task and equipment specific, so a person qualified on 480V motor control may not be qualified on medium voltage switchgear, and the inspection record should be clear which they were.

This is a condition inspection of the installation and the equipment plugged into it. It is not the electrical testing regime and not the arc flash study.

- Routine periodic inspection of distribution panels, disconnects, outlets and fixed wiring condition
- Portable and hand-held equipment checks, including cords, plugs and guards
- Working space, access and labelling around electrical equipment

- Fixed installation testing and certification, which is a separate qualified activity producing its own certificate
- The arc flash study, which is an engineering analysis reviewed on system change rather than on an inspection cycle

- Thermographic survey, which is a condition monitoring technique feeding maintenance rather than a visual inspection
- Portable appliance testing regimes where they apply, which have their own intervals and recording requirements

The inspection itself is straightforward. What separates a useful programme from a filing exercise is what happens to the findings and how the interval was chosen.
NFPA 70B 2023 sets maintenance intervals through an Equipment Condition Assessment weighing physical condition, criticality and environment, with the worst factor governing. A dusty panel feeding a critical line in a wash-down area warrants attention that a clean panel in an office does not, and a uniform quarterly cycle over-inspects one and under-inspects the other.
Every finding should leave the inspection as a work order with an owner and a date, graded by urgency. Findings that stay inside the inspection record have no mechanism to be corrected, and the next inspection will find them again, which is how a programme accumulates evidence that the hazard was known and tolerated.
1910.303(g) specifies depth, width and height of clear working space, and obstruction is the most common finding because storage migrates toward any flat area near a wall. Walking the space rather than glancing at it also reveals the pallet that appears only on night shift and is gone before the day inspection.
Taped and spliced flexible cords recur endlessly because repair is cheap and immediate. Replacement removes the item from the finding list permanently. Where the same cord is damaged repeatedly the finding is not the cord, it is how the equipment is routed, stored or handled.

Worked case
Case in point: the pallet that was only there at night
A food plant ran quarterly electrical inspections. Working space around the panels in the packing hall was recorded as clear on eight consecutive inspections over two years. An electrician received a flash burn while restoring a tripped breaker at 2am, having worked at an angle because he could not stand square to the panel.
The investigation found that finished pallets were staged in front of that panel run every night from about 9pm, cleared by the early shift before 6am. Every inspection had been conducted during the day shift, when the space was genuinely clear.
The inspection record was accurate on every occasion and described a condition that existed for eight hours out of twenty-four.

What makes working space non-compliant?+
Anything obstructing the required depth, width or height, and anything preventing the equipment being operated or examined without reaching around or across live parts. Storage is the usual cause, and it accumulates because the area in front of a panel looks like unused floor. Marking the space physically is the only control that reliably holds.
